委员会内部进行一系列讨论，起草法律条文，将所通过的税
法草案与报告送交众议院批准。草案一经众议院通过，就被
移交参议院，由参议院政务委员会向参议院提出意见。参众
两院的不同意见由协调委员会进行调解。在这个过程中，纳
税人经常雇佣院外活动集团的成员对税法进行评论，以影响
税法的制定。如果议案得到参众两院的同意，最终形成法律
条文，就送总统批准。
最后，经参众两院通过的税法草案送交白宫后，总统考
虑10 天。此间，政府各部门都要对该税法草案进行分析研究，
并提出自己的意见，以备忘录的形式汇集到联邦管理及预算
局，以便总统对税法草案做出最后决定。总统对两院通过的
税法草案有否决权。但如果国会仍有三分之二的多数票通过，
总统的一否决就无效。这个草案就成为正式的税法了。税法
正式成立后，由行政机关的征税机构执行。执行中所引起的
一切争执，由法院按照国会立法的意图，公平判断。
美国有专门的税务法院（Tax Court），它是美国联邦政府
中重要的税务司法机关。1924 年，联邦政府建立了一个税务
卜诉委员会，专门受理纳税人不服国内税收机关决定的上诉。
1942 年，该委员会改名为税务法院，并于1969 年成为联邦法
院系统的组成部分。该法院的基本职权是审理关干拖欠联邦
税的案件。该法院虽然设在华盛顿，但是可以在任何时间于
美国的任何地区开庭。
